Pragma currently (as of HTTP 1.1) accepts only "no-cache" as an argument.
Expires is a date in RFC 1123 format (e.g. Thu, 01 Dec 1994 16:00:00 GMT).
You should set Expires to about a year in the future for something that
never expires, or a date equal to the Date header if it expires
immediately (like an application page, for example). Amounts between
those are up to the user. Obviously if you're setting no-cache with
Pragma, it might be a good idea not to set the Expires date in the future.

Can you not telnet to port 80 and send the request yourself? If you two
two requests together, you could grab two parts of a file and then just
cat them together..
