if the vision for pear is that it is a repository for independently
developed packages, i think this sort of distinct documentation tree
and system is inappropriate.
i think the documentation for the 'core' pear packages that are
shipped with php itself should remain part of the main php
documentation.
i think what is needed for pear, documentation-wise, is something that
makes it easy to build standalone documentation for each package that
can then be indexed intelligently on pear.php.net.
