I was thinking of having the package name checked by a validator
class. I might want to use the PEAR base/packager classes for
in-house development, and my requirements for a valid package name
would go beyond a simple regex check.
If the PEAR_Common::validPackageName() method is going to be touched
turn it into a Strategy object.
