On a more sensible angle, what about PEAR blogs? Contibutors could have a
blog somewhere like http://pear.php.net/user/{username}/blog. With
(individual?) RSS feeds, that could provide an opportunity to promote on
sites like Artima Buzz: http://www.artima.com/buzz/index.jsp. Might also
make PEAR more approachable, as people can get to know who's who, plus
perhaps there'd be more, ad-hoc, documentation (bloggers provide further
discussion of how to use packages etc.)
