You have karma for pecl only for now as you maintained
payment_paypalipn.
About this package, is it an extension? I read: "This script allows
someone to implement PayPal's IPN system for automatic form processing"
and see no release and nothing in CVS.
However after reading your link, I found
http://www.scriptdevelopers.net/dl.php?product=paypal_ipn
which is a pure php script and absolutely nothing to do in PECL. There
is mayeb a place in PEAR. But you have to follow this document:

So, can you enlight me about your package? and why is it PECL?
About pear karma, you do not need an account there if you do not have
any pear package (or be not a developer/helper of any package).
