Your account has been approved by Wez only and only for Jabber. When and
why have you created this new package on peclweb?

PEAR (as well as PECL) is not an hotscript or such sites. You first
have to propose your package on peardev or pecldev _before_ any
submition.
I hope that will help you understand the package submission processes.
For now, I will remove payment_paypalipn from pecl.
