Is this a bug in the bug system? I'm getting warnings when submitting
forms in the bug system... is this related?

When settings a customer format
$i18nNumber->setFormat(array(2,',','.'))
$i18nNumber->format(pi());
it throws a warning because of this line
$numberFormat = $this->_localeObj->numberFormat[$format];
