You needn't remove Mail/mime.php, simply put two file tags in the package.xml, and copy mime.php to any filename at package-time. You could even write a simple shell script to do the dirty work for you. In other words, no extra effort is required to fix this for every future release without breaking BC.

rm mime-copy.php
cp mime.php mime-copy.php
pear package
new file lines in package.xml:
<file role="php" install-as="Mime.php">mime-copy.php</file>
<file role="php">mime.php</file>
This is not a philosophical question - People get used to a package being available at a standard location, or in Alan's words, the connection between include location and package name is one of "PEAR's most attractive features." In the past, I've twice forgotten about the lower-cased mime.php and delayed paid work for a day or two waiting for the admin to install Mail_Mime when it was already installed. In other words, this small issue wasted money and time - not so small any more.
