This will only be a intermediate solution to avoid spam: As soon as
spammers change from pear-cvs to pear-(dev|core|qa), the same problem
exists again.
Generally, avoiding spam by making mailing lists read-only is the
wrong way to go: Instead one should take care that proper filtering
solutions are in place. (I e.g. do not see any spam on the CVS list,
because my combination of SpamAssassin and Bogofilter catches
everything before it reaches my inbox.)
