Request for vote reactivation: Config_Registry

Hi Martin Due to technical problems, voting for Config_Registry was prematurely ended. I'm not the only one who has called for a reactivation (see [1], [2] and [3]). The failure report by the package author can be viewed at [4] Toby responded with a note that he would fix it. [5] He asked you to reopen it. [6] So far, though, voting has not been reactivated.
