Getting a package into CVS

I now have my CVS account and am wondering the best way to add a package to the CVS tree. I have been searching around and can't seem to find any documentation on what steps to take.
Do I import a new package into the cvs tree, or do I have to checkout the entire tree and add a new directory?
Can someone point me in the right direction, I have been using CVS for a few years now, but am not sure how to start out here?
