Alan, thanks.
Here are the steps I took for anyone who needs help:
%> cvs -d :pserver:username@cvs.php.net:/repository login
%> cvs -d :pserver:username@cvs.php.net:/repository co -l pear
%> mv myPackage pear/.
%> cd pear
%> cvs -d :pserver:username@cvs.php.net:/repository add myPackage
This solves the issue of downloading every file in the pear system :)
The -l for checkout stops it from recursing.
