Wasn't this "cancled", though no new document on that change was yet
written? I think that folks implemented a display of the state
everywhere on the website, so it should already be clearly visible in
which state a package is in.
And since there were errors in the past where the state in the
version-number and the separate state-tag didn't go together, I think
we agreed to drop that need. However, it was not yet officially
written down.
