1. a lot of people prefer command line interfaces
2. your webserver does normally not run under the same user as the
installed (hopefully). You can run the pear-script as root from any
terminal. Via webbrowser, you have to install the packages in a directory,
whre the webserver can write to and you need a webbrowser to
install/update.
Nevertheless there will be (or even is, see
http://php.chregu.tv/pearWebInstaller.php
for a preview) a gui-based
pear-installer.
