A @package tag is necessary for phpDocumentor to get affiliation of a file
to a specific package. The content of this tag can also be auto generated by
the installer during installation (or during packaging, what would even be
more nice).
The benefit would be, that you can simply run phpDocumentor on your PEAR
installation dir and it will get the affiliation of each file to it's
package correctly.
