I wish they would address this issue on the site (maybe I've missed it?) as it's a pretty obvious question people will have.I am sure that some FAQ will appear soon. The general idea is " 8. Pre-existing projects will not be accepted as submissions in this contest." which means also external pre-existing projects in my opinion.
