There's no reason this shouldn't be in PEAR as some people *simply
don't have access to it*. We have implementations of SMTP and HTTP in
PEAR, but you could use sendmail or curl for those. The point of new
functionality is increased flexibility and this would provide that.
You don't have to use it, it's just another container.
This could always bee one of those "sub-packages" that you install if
you want it. Log_rotate or some such.
