I believe the idea behind rotation is that there is a "current" file,
and then there are archived files, which are rotated out after a
certain period of time (every week...certain size...etc.) This could
all theoretically be configurable.
It could also gzip the files, as some log rotation tools do. Before
anyone chimes in again about duplication, it's an outside
*command-line* tool which duplicates this, not something in PEAR, so
it's not a valid reason for not including the package in PEAR.
