I disagree. Like you said, the rotating "is best left" for external utils.
However, there's quite a few occasions where you don't have access to them.
Be it a shared server, remote webhosting or a Windows machine, you just
can't always expect there to be a tool to rotate your logs for you.
Including it into the Log package would be a nice thing to have.
