It wouldn't be unreasonable to develop a pearweb-side system that
allows mass-mailing all package developers (a la the Sourceforge
announcements system). I wouldn't trust all of the PEAR developers to
(voluntarily) subscribe to a mandatory announcements list.

That should be a requirement of being an active maintainer.
