Changing package state

When is it safe to change a package's state? My package Gtk_ScrollingLabel has been in dev and alpha state for over a month with no bugs reported. I realize that a month isn't very long and 133 downloads isn't very many but I think that people may be more likely to download and try my package (therefore reporting bugs and making the package better) if it were atleast in beta state. But if I have nothing to change I can't just change the state and release the package, right?
