Problem with PEAR installer and PECL extensions

(I don't normally crosspost but I think this concerns both
PEAR and PECL)
While installing PDO I discovered a problem with PEAR installer
which might need some addressing. It concerns dependencies
and whether PECL code is considered as an extension or a package.
The problem can be found when trying to install PDO and a
driver for it.
"pear install -f pdo" downloads and installs pdo just fine.
Afterwards "pear list" shows pdo is installed. How ever trying
to install a driver with "pear install -f pdo_xxx" fails with
'pdo' PHP extension is not installed
As I said "pear list shows pdo is installed. The problem is
PEAR installer consideres it as a package not an extension.
The problem is fixed if
<dep type="ext" rel="ge" version="0.1">pdo</dep>
is changed to
<dep type="pkg" rel="ge" version="0.1">pdo</dep>
in the package.xml This however can be considered to be wrong
since PECL should be though as extensions. Or can it be
considered wrong? If not, the easy solution would just be to fix
all the package.xml files.
