I can see where you're coming from - however I don't run this once a month.
I ran it about 8 times yesterday (debugging), twice today (ditto), and every
24 hours via cron as standard. The first issues over caching followed the
changes that were made to the caching process.
I make a total of five xml-rpc calls to pear.php.net/pecl.php.net, one of
them (latestReleases) on an hourly basis - the only two giving problems are
the cached ones, packages.listAll and user.getWhoIsWho.
