proposal for word stemming package

Hi all Before proposing with PEPr I'd like to get a general idea if devs think a word stemming package would be useful in PEAR. An adaption of the Porter Stemming Algorithm[1] has been done in PHP which I'd like to PEARify and refactor slightly to allow multiple language drivers. Currently I've obtained permission from Anu Joseph who adapted the algorithm to PHP and from Martin Porter[2], the original author.
