PEAR works using XML-RPC. As such any clone wishing to do the "real thing" would need to setup an XML-RPC server with the correct code behind it to handle everything. Also, when the person changes their PEAR
install to install from your server they then would need to change back to pear.php.net to install PEAR package.
Luckily, Greg has implemented channels in the PEAR 1.4.0a1 (alpha) release coming soon, this will allow you to setup a server which is a channel server. All servers will be channel servers, the only difference between yours and PEARs would be that PEARs is the default ;)
What this means is the user can *add* your server as another place to grab packages from. The format of this is "pear install channel/package" where "channel" is an alias for your server and "package" is the package name.
Greg has also written a PEAR_Server package which will make setting up a PEAR Channel Server easy, but will depend on the users having PEAR 1.4.0a1
