Help setting up a PEAR clone

Hello, We want to start distributing our internal PHP code using a PEAR style system. Basically we want a developer to be able to release code that others can then download and install using the pear command. I understand that the developer needs to write the package.xml file, and the user needs to point pear to the right server, but want needs to happen on the server side? The server needs to check the version and decide whether or not to send the file right? Are there any packages, tutorials or anything that will help us?
