I never even knew there was a third parameter ;-).
That looks right to me. Did you previously set your value without a
layer? If you set a value in the user layer it overrides the system
layer. Do "pear config-show" to make sure you know where your user
config file is, thenrename it and try "pear config-set xxx yyy system"
again and "pear config-show". You'll probably see your change then.
