[PEPr] Comment on RFC::RFC::PackageAccess

Lukas Smith (http://pear.php.net/user/lsmith) has commented on the proposal for RFC::RFC::PackageAccess. Comment: Well depends on what you call a driver/container. Obviously in PEAR::DB the user gets an instance of a driver class from DB::connect(). In LiveUser however the user is not supposed to make instances of the containers but instead use the LiveUser base class which in turn calls the container instances as needed.
