For the code, that is part of the PEAR core, the PHP license has to
be used. (Currently that is all the code in /php4/pear/.) For all the
other code, it's up to the author what license he wants to use.

When someone want's to commit code, that can't be used in any kind
of project without paying for it, we'll surely be against that :-).
