I think it's a good idea, though the final word on countries/states/etc
probably belongs in I18Nv2. IIRC, it also has the names translated into
different languages, which solves the l10n issue.
I'd like to see it, but I suspect that it will get relegated to a custom
channel instead of accepted into PEAR.
