[PEPr] Comment on PEAR::PEAR_PackageFile2Manager

Tobias Schlitt (http://pear.php.net/user/toby) has commented on the proposal for PEAR::PEAR_PackageFile2Manager. Comment: I would much more like to have the package named PEAR_PackageFileManager2 instead of the PEAR_PackageFile2Manager. This should indicated enough that package2.xml is meant and would make this proposal redundant, since PEAR_PackageFileManager is already accepted. Beside that: Thanks to you, Greg, for all the great work on PEAR 1.4 and surrounded stuff!
