FWIW, my attempts to come up with something that works *properly* led to a
dead end. Looks like I'll have to invest more thoughts into it; once this
is done I'll let the relevant people know.
Concerning your proposal, I'm eager to see it succeed, because there
are surely quite a few CVS setups Out There using avail files. I
haven't looked at our code too closely, but I'm a little bit concerned
about the fact that it is only possible to append new entries to the
avail file: If you look at e.g. the avail file in cvs.php.net's
CVSROOT, you'll notice that the order of unavail/avail tokens plays an
important role there.
