Small change: use "Rationale" instead of "Rational"
We all know you are calm and collected :).
Incidentally, the package upload mechanism does not need to be modified.
package.xml validation will fail if the PEAR at pear.php.net doesn't
have the offending channel added to its registry. It will never have
them in, so no changes needed. Technical solution to a political
problem :). You can remove that part of the proposal.
