switch allowed? Is this considered a BC break?
Well, it's up to the maintainers. It's not a BC break for sure. With PEAR it would require a change to the coding standards. Any package that was, say, GPL prior to the change and force to change at the next release to, say, the BSD, then the prior versions would be under the GPL but all versions after that would fall under the BSD.
Whoever is the copyright holder can do whatever they want. For example, MySQL moving from a GPL to a dual-license setup or Troll moving Qt from a dual-license to a GPL (LGPL?) type setup.
