LGPL is not liberal at all.

The only big problem is to ask every contributors if he is fine to
change the licence, asking the maintainers being easy. And we need
the absolute majority.
For one, my answer is no. No way to change the licence for PEAR now.
A last thing, this is not something one can vote on. So keep your
+/- 1 for something else :)
