[PEPr] Comment on Tools and Utilities::VarManager

Philippe Jausions (http://pear.php.net/user/jausions) has commented on the proposal for Tools and Utilities::VarManager. Comment: All the methods name would need updating to comply with PEAR CS. Since the package mostly deals with rewritting URLs with whatever variables are available, I think it would fit better under "HTML_URL". There could be a use for such package, but as it currently stands the scope *may* be too wide. The package is trying too hard to do too many things.
