Utilities::VarManager.

* Arnaud - added phps file on project site.
* Philippe - I will look into making the functions comply with PEAR CS.
You say the package is trying too hard to do too many things? Could you
please explain or at least offer some suggestions on limiting scope? I
feel that it has a very focused scope. Management of state
(forwarding/override) for incoming variables and generation of URIs. I
don't really like the name HTML_URL because it has nothing to do with
"HTML" it has more to do with variable management and URI/URL generation.
HTML components will use it but so would other schemes like VXML, XML, or
anything else that uses URIs.
