As to integration with an IDE, well as all libraries in PHP, you can make your editor grok the code (I use vi/vim, and do that). So far I have not seen 3rd party tools for development that *integrate* (btw, what exactly do you mean by this in the context of a group of general libraries?) PEAR, so I guess the need has not arisen yet, or someone has not had that particular itch to be scratched. Komodo [1] has a feature called "Code Intelligence" that will go through any directory you point it to and will grok the PHP code (python and perl as well but that is beside the point). It then uses the info for auto-complete and hinting. Is that the kind of integration you were thinking about ?
