No.
As I said, the web page has nothing to do with CVS access (except
insofar as people look at it before changing your karma). Karma
granting is an entirely manual process carried out by those with the
karma to grant karma (PHP and PEAR Groups).
Yes, your role should be changed on PEARWeb as well, but it will not
grant you CVS karma.
