Sure thing. I never work with the dtd, and on initial inspection it looked OK, so it would be helpful if you would be able to open a bug with a patch for a working DTD on your end. I'm sure that we can work this one out to your satisfaction. As you noted, this is an unintended bug, not an intentional BC break, and for that I apologize.
I've read up a bit on DTDs and what 'determinist' is and seems like it was right thing to do after all, since moving from broken DTD to a non-broken one cannot be considered a BC break. Making <filelist> mandatory is another thing and I've opened a bug for this: http://pear.php.net/bugs/bug.php?id=5866 Greg, I also have a question: looks like you use XML Schema yourself, but PEAR documentation only describes validating package.xml against DTD. Shouldn't it point out that there also exists a Schema which is a better thing to validate against?
