My immediate response is that this is more extensive than I envisioned
simply because I want something lightweight and easy to implement/debug,
but on reflection it seems that groups could be used for this purpose
(and you can call them tags if it makes you happy) but we need to
consider performance implications of any addition to pearweb, both in
terms of disk space and speed, so the simpler the better.
