Oh God no, just register the package and start up, no need for
proposals. If you would like input that's a different story, but I
don't think we need PEPr to get design help. It might be useful to
bring in Paul Jones if he is interested, he's done quite a bit of work
on a PHP5-based form generator for Solar and Savant2/3. It could lessen
your load (always a good thing).
I also prefer starting with 0.1.0, and first stable being 1.0.0.
There's no way to avoid confusing people in this case, but they'll get
over it eventually.
