PEPr for subpackages?

Hi,
as you know we have splitted Structures_DataGrid into several
subpackages. In the future there will occur some 'external' subpackages,
i.e. subpackages (drivers) that are not provided by the core developers
of SDG.
AFAIR the Validate people approve new language subpackages and there is
no need to go through the PEPr proposal and vote process. I assume that
for Structures_DataGrid this should be also true, right?
(I don't mention MDB2 here as new drivers are not that likely as with
Validate or SDG there.)
How about CVS karma? Or the package registration? Should we (Olivier and
me) approve something somewhere or should we just step up, if somebody
registers an unapproved subpackage?
