[PEPr] Comment on PHP::PHP_CodeSniffer

Squiz (http://pear.php.net/user/squiz) has commented on the proposal for PHP::PHP_CodeSniffer. Comment: I've posted an updated version of the code (redownload, pear uninstall, pear install again to get it). It includes the Standards dir case fix (reported by Christian Weiske). There is also a fix for the scope map that fixes errors similar to the one reported by Daniel O'Connor, but I'm not sure it will fix the actual reported error.
