I think the key is to make the responsibility manageable, so that even with busy people that make there money elsewhere, they can stay commited for a longer period of time. As such I think the best is for people to work on a category level. If they are interested on spending more time, they can just get involved in multiple categories. Furthermore any issues that go beyond the category level can be more easily resolved if each of the categories can try to decide internally where they want things to go and so you can often resolve things by having a short IRC meeting with representatives of each category (which may be different people for every issue that pops up). Sounds to me like something very similar to the successful "onion" analogy often associated with open source. Finding one head honcho to lead all of PEAR is fishing in murky waters for the golden perl and if you find it, it just might slip out of your hands all too soon because there are so many nice places for golden perls to go to. regards, Lukas
