build package xml 1.0, why not package xml 2.0

Hi all,
I've noticed that lot of maintainers still use PEAR_PackageFileManager to build their packages, and the package xml version 1.0
Why not use PEAR_PackageFileManager2 (1.6.0) to begin to build the package xml version 2.0 ?
