Hmmm...the GPL isn't in our list of accepted licenses currently as it precludes linking in closed source and commercial applications. See the FAQ question about licenses. An exception may be made for your package, we'll have to see. How is this a derivative work exactly?
It's an implementation of Telephony::CountryDialingCode:
    http://search.cpan.org/~cmanley/Telephony-CountryDialingCodes-1.02/lib/Telephony/CountryDialingCodes.pm
I plan on expanding it, but if you use code from a GPL'ed app, as I understand it any code derived from GPL'ed code must remain GPL'ed.

Also, for packages in a specific category, would the CVS directory structure look like this:
     /package.xml
     /Numbers
     /Numbers/PackageName.php
     /Numbers/test.php
     /docs
or
     /package.xml
     /PackageName.php
     /test.php
     /docs
Test related files should be in test/ or tests/ (not sure which, look at current packages). You can choose to have the Numbers directory or not, there's no rule on this. Of course it would have to be installed to the Numbers/ directory.
And the "Numbers" portion would go in the package.xml? I'm still trying to understand the package.xml, though using Pear_packageFileManager will help. Has anyone ever done a step by step tutorial on how to turn your existing single-file library into a PEAR package, something that is up-to-date and true to current requirements?
