a strange behavior on installation

While, i've not yet update my version of HTML_Table since 1.7.2, i did it few minutes ago.
After downloading HTML_Table 1.7.4 on a local folder, i run command :
pear upgrade [localFolder]\HTML_Table-1.7.4.tgz
And here is my suprise to see these results :
downloading HTML_Common-1.2.3.tgz ...
Starting to download HTML_Common-1.2.3.tgz (4,746 bytes)
.....done: 4,746 bytes
upgrade ok: channel://pear.php.net/HTML_Common-1.2.3
upgrade ok: channel://pear.php.net/HTML_Table-1.7.4
Why i'm surprised ?
Because i've already installed HTML_Common 1.2.2, and HTML_Table 1.7.4 dependency said : min HTML_Common 1.2.0
Strange isn't it ?
BTW, the package xml 2.0 of HTML_Table 1.7.4 is very short (no changelog) Mark is it normal (as you expect to have) ?
