Hi,
As of package.xml 2.0, dependencies are installed or upgraded. This
means that it always processes dependencies to ensure that the upgrade
is possible, and will upgrade to the latest version of things if
possible, unless you put a <recommended> tag in the dependency to stop this.
<min> just says it must be a minimum of 1.2.0, it does not say to avoid
upgrading if possible.
It's only strange because you aren't used to PEAR being smart because
with package.xml 1.0 it wasn't :). Every other package distribution
system in the world upgrades/installs dependencies automatically, and
this was added with package.xml 2.0 to bring PEAR into the 21st century.
