Hi Alan,
Here are the messages on pear-dev that explicitly mention the election

There was a full month of messages I haven't included of people
declaring candidacy as well. It is true that if you are not actively
reading pear-dev, you would miss the call for elections, but I don't
think 10 days is too tight - most elections are only 24 hours long in
the real world. PEPr requires code review and a lot of research in
order to make a decision. Electing people requires an opinion and
nothing more.
However, in spite of my obvious personal annoyance (I really tried my
best to make things clear), I do think something can be done. For
future elections, I would like to have an auto-reminder email sent out
to all devs with pear.dev karma for important elections. In addition,
it is a good time to figure out who is actually an active dev, and mark
the inactive devs as inactive, and provide a more accurate sense of who
is doing work and should be counted as a developer. It would also be
good to automatically reset the inactive flag to active if a developer
votes, opens or comments on a bug, or does anything at pear.php.net.
I was also under the impression that the voting interface would end the
election at midnight on April 30, so that is an issue that needs to be
fixed as well. I don't visit pear.php.net often, and with my crazy
concert schedule (so far, I've played 14 concerts in the past 2 weeks) I
didn't realize the homepage needed an update, that is my fault.
In any case, I hope we can iron out all of the kinks, but as a reminder,
there will most definitely be bugs and other problems as we change the
way the government works in PEAR, please be vigilant as Alan has here,
and don't be afraid to criticize as well as contribute, it's the only
way we can get things right. So, thanks Alan.
Thanks,
Greg
